Desiraju Hanumanta Rao's prose rendering with embedded explanatory notes
The source explains the ritual mechanism at play: an already-offered, un-castrated ram intended for the ancestral deities (manes) has its testicles taken and transplanted onto Indra instead, with Agni persuading the manes to accept this by decreeing that offerers of castrated rams will henceforth still receive full benefit -- effectively amending existing ritual convention to make the exchange work.
