Desiraju Hanumanta Rao's prose rendering with embedded explanatory notes
The source explains Indra's institutional role: he functions like a chief executive of the natural world, governing seasons, rain, thunder, and crops, and benefits directly when Vedic rituals are performed since he and his deputies receive oblations. When a sage practices solitary asceticism instead, Indra grows uneasy, since such practice can be aimed at overthrowing him or attaining immortality (as with Ravana). Indra's standard countermeasure is to send apsaras to seduce and thereby derail the sage's concentration. Here, though Gautama was not practicing to threaten Indra's position specifically, Indra intervened out of the same institutional apprehension, and frames the resulting disruption to gods as a 'divine deed' even though it also caused him personal harm.
